One honest caveat.

Yes. New York City has had its own Freelance Isn't Free Act since 2017; the statewide law now runs alongside it. The written-contract elements this agreement includes satisfy both.
Can I reuse it for every contractor?
Yes. Leave the contractor blank and you get a standard form; fill in the name, services, and rate per engagement, ideally through a short statement of work.
Does it include a non-compete?
No. New York courts already disfavor them and Albany keeps moving to restrict them further. You get a non-solicit and strong IP and confidentiality terms instead, which are the parts that actually hold up.
